Flora was born on Sunday, March 21, 1937 in Crosses, Arkansas. She was the eighth of twelve children born to Floyd Abraham Shackelford and Dilla Etta Hollingsworth Shackelford. She was united in marriage to Junior Harold Shepherd on October 25, 1951 in Crosses, Arkansas. He preceded her in death on August 28, 2011.

Flora is preceded in death by her parents, husband, daughter, Sherry L. Danner; brothers, Wade D. Shackelford, Sr, A.W. Shackelford, Orville Shackelford, Carl Shackelford, and Roy Shackelford; sisters, Wilma Sanders, Velma Shepherd, and Mary Shackelford. Survivors: daughter, Lori Nickels of Yukon, OK; sisters, Martha (Glen) Shackelford of Hazel Valley, AR,  Floy Robbins of Cannon Creek, AR, and Dora (Nathan) Jordan of Wichita, KS; grandchildren, Nicole Hackler, Christene Buckley, Shauna Rambo, Brianna Danner, Mariah Danner; great-grandchildren, McAllister Hackler, Collin Hackler, Kane Buckley, Sage Buckley, Jade Buckley, Shane Rambo, and Lucy Rambo.
